To finance so many improvements, Port of Galveston is seeking a variety of funding sources. Both Carnival Cruise Line and MSC Cruises are partnering with the port for their respective projects, but other funding sources are also necessary. Security will also be enhanced with mandated improvements to facilities used by U.S. Customs and Border Protection to ensure the safety of guests and crew members.

The port has also signed an agreement with Uber, adding another official transportation option for travelers going to and from their cruise. In 2022, cruise activity generated 3,500 jobs, $568 million in local business revenue, and $73.5 million in local purchases by passengers and crew. The Jubilee is scheduled to homeport at the Port of Galveston beginning in December. Now under construction, the ship will have a capacity of 5,374 passengers and 1,735 crew.

The 20-year terminal concession deal between Galveston Wharves and MSC is inclusive of 4 optional 5-year extensions. MSC was allocated a fixed cruise schedule while the Port retains the prerogative to receive at Pier 16 other cruise vessels, contingent upon availability. The construction works on "Terminal 3" were planned to start in April 2020, with scheduled completion in November 2021.
The port is easily accessible by car and public transportation. If you are driving from Houston, take Interstate 45 south until it becomes Broadway Avenue J in Galveston. Follow Broadway Avenue J until you reach Harborside Drive and turn left onto it. Continue straight on Harborside Drive until you reach either Terminal 25, Terminal 28, or Terminal 10.
Starting in November 2025, in Galveston MSC inaugurates homeporting operations with the ship MSC Seascape. RCI Galveston Terminal was initially scheduled for completion/inauguration on September 1, 2022, but was officially opened on November 9th. The new facility is co-owned (50-50) by RCG and Ceres Terminals Inc (provider of stevedore and terminal management services, part of Ceres Terminal Holdings LLC). Ceres currently provides for RCG similar services at Port Canaveral, Tampa, Port NOLA/New Orleans and Baltimore.
The agreement required improvements to be made to Cruise Terminal 2 (Terminal 28) to accommodate larger vessels and more tourists. Terminal 2's size was increased to 150,000 ft2 / 13,940 m2 (passenger capacity up to 1000) at the cost of USD 10M. MSC will have a set cruise schedule when the terminal opens.
