It was also announced that the port and MSC are negotiating an agreement related to the Pier 16 Terminal. Terminal 2's expansion works started in 2014, financed by Royal Caribbean. However, construction roadblocks delayed the project with roughly a year. The expansion also included longer docking pier with extra bollards (short, vertical posts used for mooring).

Here, you place your bags on an x-ray machine and you will walk through a metal detector. Assuming everything checks out, you’ll then head to the check-in station. As you approach the terminal, you’ll see lots of porters ready to assist you with your bags. If you wish to check any luggage, you can leave it with the porters, and it will be delivered to your stateroom later in the evening. That proximity to so many people makes it easy to see why Galveston has blossomed into the largest cruise port outside of Florida.

Convenient Port Canaveral “Park & Cruise” Hotels

As we’ve mentioned, sailing from Galveston is easy and convenient if you live in the area. If you have to fly in for your cruise, then you’re looking at another 45 to 75-minute ride to get to the cruise port. That’s because the nearest major airports are in Houston. While ports in Florida may as well be cities they are so large, Galveston in comparison is much smaller and easier to navigate. With the addition of a new terminal that is home to Royal Caribbean, there are now three cruise terminals on the island. The good news is that with only three terminals and ample parking facilities, it’s fairly simple to get your way around the Port of Galveston.

This will come not only from port fees and taxes, but also from the spending of new cruise travelers on local hotels, restaurants, rental cars, and much more. The Galveston Wharves and Uber recently signed an agreement to formalize the ride-hailing company’s service at the port. Uber is now available to provide passengers drop-off and pick-up at all three of Galveston’s cruise terminals. With business in the port booming, the surrounding environment has also embraced it, bringing about the rise of independent parking lots.

Galveston’s Cruise Terminal 25 is in the final stages of a significant renovation, eagerly anticipating the arrival of Carnival Cruise Line’s new flagship, Carnival Jubilee. While it may seem as though the port is seeking excessive funding, the proposed improvements and expected growth of port activity will contribute immensely to the local economy. To finance so many improvements, Port of Galveston is seeking a variety of funding sources. Both Carnival Cruise Line and MSC Cruises are partnering with the port for their respective projects, but other funding sources are also necessary. Security will also be enhanced with mandated improvements to facilities used by U.S. Customs and Border Protection to ensure the safety of guests and crew members.

The port has also signed an agreement with Uber, adding another official transportation option for travelers going to and from their cruise. In 2022, cruise activity generated 3,500 jobs, $568 million in local business revenue, and $73.5 million in local purchases by passengers and crew. The Jubilee is scheduled to homeport at the Port of Galveston beginning in December. Now under construction, the ship will have a capacity of 5,374 passengers and 1,735 crew.

Galveston's cruise terminal offers a convenient departure point for cruises to the Caribbean and beyond. Located on the Gulf of Mexico, this vibrant coastal city provides opportunities for pre or post-cruise exploration, including historic sites, charming beaches, and delicious seafood. This follows the decision to impose a new tariff on cruise passengers, and the consideration of extra parking charges for travelers using port parking for multiple days. Funding from both of those income streams may be funneled back into port development.

The 20-year terminal concession deal between Galveston Wharves and MSC is inclusive of 4 optional 5-year extensions. MSC was allocated a fixed cruise schedule while the Port retains the prerogative to receive at Pier 16 other cruise vessels, contingent upon availability. The construction works on "Terminal 3" were planned to start in April 2020, with scheduled completion in November 2021.

The port is easily accessible by car and public transportation. If you are driving from Houston, take Interstate 45 south until it becomes Broadway Avenue J in Galveston. Follow Broadway Avenue J until you reach Harborside Drive and turn left onto it. Continue straight on Harborside Drive until you reach either Terminal 25, Terminal 28, or Terminal 10.

Starting in November 2025, in Galveston MSC inaugurates homeporting operations with the ship MSC Seascape. RCI Galveston Terminal was initially scheduled for completion/inauguration on September 1, 2022, but was officially opened on November 9th. The new facility is co-owned (50-50) by RCG and Ceres Terminals Inc (provider of stevedore and terminal management services, part of Ceres Terminal Holdings LLC). Ceres currently provides for RCG similar services at Port Canaveral, Tampa, Port NOLA/New Orleans and Baltimore.

The agreement required improvements to be made to Cruise Terminal 2 (Terminal 28) to accommodate larger vessels and more tourists. Terminal 2's size was increased to 150,000 ft2 / 13,940 m2 (passenger capacity up to 1000) at the cost of USD 10M. MSC will have a set cruise schedule when the terminal opens.
